With reference to your telegram 15th March 'I have

introduced bill imposing permanently compulsory service on lines of territorial force for all betweenthe ages

of eighteen fifty-five I have promised that amount of

training of troops age limit will be reconsidered 6

months after declaration of peace. Unofficial members

of legislative council unanimously urge that compulsion

should be introduced duration of war only I am strongly

opposed to this executive council approves of bili
